DESCRIPTION:The idea of physical constants changing their values over time
  is more than\none hundred years old. Historical claims will be discussed.
  In recent times \nmost frequently possibility of variability of the fine 
 structure constant is being \nreported.\n\nNuclear physics provides very s
 trong limits on possibility of such variability. \nAstronomical data howev
 er is less conclusive. Observations leading to such \ndoubts as well as pr
